Entry Guidelines

Eligibility
• Open to both professionals and amateurs.
• Open to all ages and nationalities.
• Theme of the 2011 edition: 放つ (hanatsu). Directors are free to interpret this these as they wish in their submissions.
• Films that were produced for distribution, broadcast or sale are ineligible for entry.
• Films must be exactly 60 seconds in length. Shorter or longer films are ineligible; each film must run exactly 60 seconds from opening through final cut, including ending credits.
• Open to all genres.
• Films that have won awards at other film festivals may be submitted (provided they are no more than two years old).

On Copyright
The copyright for submitted films is retained by their creators. If submitted films includes material (music, photographs, paintings, works of fiction, scenarios, films or broadcasts) whose copyright is owned by a third-party, it is the responsibility of the entrant to obtain advance permission from the rights-holding individual or organization (the Japan Society for Rights of Authors, Composers and Publishers; the Recording Industry Association of Japan; the Writers Guild of Japan; etc.). This is not the responsibility of the Kitashinano Obuse Film Festival.

Note that the Kitashinano Obuse Film Festival may use prizewinning films at no charge for events hosted during the festival and for promotional purposes afterward, irrespective of whether or not a fee is charged for such events. In addition, films may also be used for Kitashinano Obuse Film Festival-related screenings, reproduction, distribution, sale, advertising, broadcast and cable broadcast at no charge.

Prizes

Films that pass the initial jury review will be screened during the Kitashinano Obuse Film Festival. Prizewinners will be selected by a members of the executive committee, the audience for the screening, and people active in the film industry. This year, special jury members include film director Masatoshi Akihara and video artist Kazuaki Seki.

Hokusai Prize
(one film):
Director receives 100,000 yen, a commemorative item, and the right to produce a trailer for Rupan no kiganjo [Arsene Lupin’s “The Hollow Needle”], directed by Masatoshi Akihara and scheduled for release in June 2011.

Big Dipper Prize (one film):
Director receives 10,000 yen and a commemorative item.

Audience Prize (one film determined by audience vote during the festival):
Director receives 10,000 yen and a commemorative item.

Results will be announced during the Kitashinano Obuse Film Festival and posted to the web (www.obusefilmfestival.jp/) following the festival’s conclusion.

How to Apply

• Submissions should be made in .mov (QuickTime) format. Please contact the organizing committee if there is a need to make an exception. Any exception must include at least 10 seconds of black on either end of the film.

• Submissions should be delivered electronically through yousendit or other similar file transfer service. Please contact the organizing committee if your submission is too large to do so or if you wish to physically mail a DVD.

• Submitted data and media will not be returned.

• There is no limit on number of submissions.

• After completing the advance registration procedures, submit your film together with your entry sheet.

Payment of any transfer fees is the responsibility of the applicant. Discrepancies between the name of the applicant and the name on the transfer statement may create difficulties in confirming payment. Please contact the organizing committee with any concerns.



On Entry Fees
The Sixty-Second Cinema Competition is part of a film festival that is funded and organized on a volunteer basis. To ensure continuity of the festival, we have decided to charge a small entry fee, which is used to defray the cost of organizing the event (advertising, prize money and other operating expenses).

• Please note that submitted media (data) will not be returned.
• Submissions must be postmarked by Saturday, 29 October.
